In general it means something bad happened that prevented the package from being delivered. When this happens the carrier is attempting to locate and recover the package or reimburse you in the amount of the insurance that was purchased. You usually can expect the package to be delayed. The risk for this increases when an item had to cross multiple continents since the quantity of people and languages required greatly increases

Usually it means you'll be waiting weeks until you finally call the company you bought the item from for a refund or to reship the item. Because you'll likely never see the item. Although I did have something pop up once several months later.

I'd just call whoever you bought it from. So, that they can ship it again or refund your money.
