Usually depends on the weather patterns. I've seen waters calm around Maine and rough at Chesapeake bay. Then vice versa. But being cooler thats a yes.

Yes, I grew up in New England. The ocean it really cold. However the ocean in Nova Scotia is so cold it makes your legs cramp.

They are rougher and colder but some are warmer than others due to proximity to the Gulf stream.

Yes, Ocean current comes down from Alaska. So even on hot days in "Sunny California", it's a cold ocean
