I probably would write a letter to the city mayor or somebody who's in charge of municipal traffic. They could possibly station a person there or some kind of device to help regulate the traffic flow.

I spent 20 years working downtown in a city that has been determined to have one of the worst traffic problems in the country. I never go in their anymore and I would never take a job there either.
