They expected the dynamites to blow the whale up into small pieces so the birds would eat it.
Instead the dynamites exploding the whale into large chunks.

If you look at the explosion video you can see no people nearby and nobody was killed. People were likely told to stay away a certain distance so they wouldn’t get hurt but they can also watch as long as they are a certain distance away. It also looks like that video wasn’t taped close by either. They probably zoomed in a bit.
