It doesn't matter whether the child wanted it or not, the reason we have an age of consent is that a child doesn't have the maturity to fully understand the possible consquences of having sex, and to protect them from being taken advantage of by adults. I'm no pshycologist. Has he suffered psychological damage from the experience, maybe, maybe not. People mature at different rates, maybe he's mentally developed enough to have given informed consent. The law has to protect the majority so sets a line for conent at 16 (in UK). On the assumption that he is still an adolescent whose still mentally developing, who may suffer lasting effects at some point in his life, then yes he is a victim
Would he have enjoyed certain elements, probably. It's not really relevant. The power dynamic in the relationship would have been all wrong, and if that ends up affecting his future relationships then he may end regretting it down the line. But let's use another anology. You let a child loose in a candy store, whenever they feel like it. They'll enjoy scoffing down all the candy they can, but they'll end up being obese, with rotten teeth, maybe diabetes, because they don't fully appreciate the consequences. He was a 13 year old child. Regardless of what he said he wanted, no adult can take consent from someone that young, especially not when they're a teacher and hold a position of power over him. It's pretty disgusting and I doubt anyone would be defending it or calling the teacher anything like a 'hot babe' if it had been a male teacher and a female child.

Elementary school? Lock her up. That's fine for a high school or maybe the ass end of a junior high school but elementary school teachers should not be attracted to students. If it's wrong if it's a male teacher and female student then this is wrong too. What's worse is she won't serve the same jail time a male teacher would. She will probably be give a platform by daytime tv talk shows to justify herself and to tell a sob story if "mental health" and her "victimisation" by a teenage boy as women can only be victims.
Or she could go on daytime TV and talk about how great she felt that someone finally wanted her that much. You never know what a person's private story is.
