They're softening the blow for when it becomes public knowledge that they knowingly lied about its effectiveness and side effects at the time of release.

It's worth mentioning that doing so was completely unnecessary and the blowback is entirely on them. Anybody who knows much about viruses related to influenza should've known that the 90%+ effectiveness claims were bullsh*t and that getting legal protection for a coverup is practically an admission of guilt. It will also reflect very poorly on every politician (and business) that jumped onboard mandatory vaccination with experimental drugs, and hopefully (though I'm not optimistic about it at all), it will eventually lead to a decimation of the pharmaceutical industry's political connections and much greater transparency and accountability on the subject.
