People should be required to take mental evaluations to check if their stable enough to own a gun as well.

However none of this applies to criminals

No. Same story just with a mentally unstable person waiting until they are 25 or buying a gun illegally or just stealing a relatives gun.
This idea is a cop out really.
What they should do is ban all gun manufacturers from selling Semi automatic rifles, semi automatic rifle parts, stop the sale of all magazines that can hold more than 5 rounds.
They don't need to take the guns people have. As the years go on the semi automatic rifles people have will wear out, 30 round magazines will wear out and will be too expensive for most people to bother buying, like fully automatic machine guns once legal in the US are now.
A new gun owner should also have to pay for an expensive gun licence every year, expensive gun insurance, subject to police checks on where they store their guns and ammo, only allowed to buy a certain amount of ammunition, a tax on the sale of guns between owners, an option to hand guns into police at any time and a note of certification from a psychologist every 5 years to have a gun licence. If the government does this in 20 years guns won't be a problem.

They tried that a few times in Britain with ISIS, knives too they weren't very successful in terms of numbers. I'm afraid baring a heavy machine gun a semi automatic version of an assault rifle is still the best tool to commit a mass shooting.

First of all, this is not a solution for gun violence. Maybe it has some minor effect by keeping guns away from teenagers but honestly there should not be a situation where you hand a gun to someone you can't trust in the first place.

There are gun control policies that are not directly related to gun violence since you appear to be confused on this subject.

It's 14 for a license in UK but you can't buy until 18. I think that's reasonable here because we don't have a gun culture but in America I think it should be higher.

21 for pistols at least 18 for rifle is fine still, not sure raising the age to 21 for semi automatic rifles will make a difference, that’s assuming they’re buying it legally anyway

Age is not a problem, problem is with people mentality. Switzerland has very liberal gun laws, and there are no shootings there.
