First of all, wildfires in California is so common that they have a fire season. If you add climate change to the equation then they are going to become even more common and more devastating. Furthermore, firefighters and experts has been very open with the fact that we have gotten very lucky in California for there not to be a fire like this until now.
During previous fire seasons and previous fires there has always been a missing piece that could have turned a normal wildfire to.. well something like this. It was always "We are lucky the wind is blowing the wrong direction for it to spread" or "We are lucky it rained" etc.. This current fire is an example where most things did actually go wrong for once and hence why even the filthy rich could not escape unharmed.
As for cloud seeding, that only works if there are large clouds overhead already and if you cloud seed in one location then that rain is not going to fall somewhere else and you mess even more with the climate.
Regarding the water shortage, there was no water shortage. There was plenty of water in the network however what happened is that the 3 large water towers that supplied one particular local area ran out and moving water from one section to another is much slower than what the firefighters were using so they had to wait for the water to refill. Its a distribution issue, not a lack of water. Giving California more water would not have helped them pump that water back into the water tanks because the pumps were already going as fast as they could.
As for the insurance thing, its a pointless argument. Insurance companies can't sustain coverage due to climate change. The damages of this wildfire would probably bankrupt every private insurance company in the USA at the same time if they were forced to pay for it. That is why they are cancelling their coverage of places in California and Florida, because they can't sustain it.
You know what? I think ill leave that before he starts talking about the 5G network thing messing with peoples head. Suffice to say, he knows nothing of what he is talking about and has bought into pretty much every conspiracy theory in the world.. at least pre-MAGA.

So, he mentioned the fires as probably being lit by the DARPA satellite system that we know can start fires by laser from space. that was towards the end of the vid past the 15 mark i believe? but it makes more sense than a wildfire in winter, lightning from a lightning bolt and powerlines. i thought it was arson myself, but this makes so much more sense. why else would they create this capability and never use it?

I agree. That technology exists and I'm sure they gave used it before. I did see videos of arsonists being caught in the act over the past few days, too, so I'm not sure what started all the fires.
