Hurricane =/= severe thunderstorm. They are calculated separately.
There have been several hurricanes more powerful than Zoe since 2002 in every Ocean Basin.
Haiyan/Yolanda, Goni, and Meranti all hit the Philippines at a maximum sustained wind speed of 196mph with a max gust of 255mph.
