Her wife who was filming confirmed that they went there to agitated and intentionally blocked ICE agents. Bodycam footage shows that she tried to run over an ICE Agent and got shot.

Pretty much everybody has the right to shoot you if you try to run them or anybody else over, in all 50 states. Even here in California the law is "no duty to retreat", which means you have the right to do what is necessary to stop someone from using deadly force against you or another person. So if you are in the process of trying to kill people with your car or anything else, anybody can blow your brains out and be home in time to have a barbeque next weekend.

Even more importantly a law enforcement should be in the right to shoot any suspect trying to run nvm trying to drive away or run you over.

No. And luckily we have video showing she didn't try to run anyone over. Standing next to a car while it's driving away is not almost being run over. It's clear he wasn't standing in front of it. If you try to run someone over with your car that person has a right to shoot you. If you try to run someone else over the police have a right to shoot you. Since ICE is classified as law enforcement, they have double the rights to shoot you if you try and run them over.
