i don't think that sluttly is any and every girl who has a short skirt or noticeable cleavage. to me, a girl can show off cleavage, a bit of the bra (ex under an oversized tank, or just a strap), or wear somehting short but not look slutty. if she does so to suit the overall outfit, her figure,or because that's the style of clothing she wanted to wear, or simply wants to look or feel good, that's fine. for ex, going for edgy type look link athletes often wear very short skirts/shorts with low cut tanks but because of the reason they wear them, we don't consider them slutty. dressing for your figure also sometimes gets mistaken for dressing for attention.
i have sort of muscley legs, and am 5'5. I know that when I wear long skirts I end up looking very short or thicker, despite the fact that I'm very skinny overall. so I keep my dresses and skirts short because it suits and fits me better overall, not because I want everyone staring at my legs but some people may be quick to assume otherwise.
it does also have to with how the girl behaves.
if she dresses revealingly, but bends over a lot on purpose or shows off more boobage around the guy, then ye that's pretty much 'slutty'
dressing slutty to me is more when the girl doesn't care about the outfit or her figure or anything and simply tried to show as much skin and sexual-type clothing as possible. she does it deliberately, and not because of the style or occasion. she will also not carry herself with much respect either.
so in general, some people may consider my dressing to be sometimes 'slutty', but I never carry myself in that sort of way. I do not care about those sort of quick-judging type of people or their opinions. I do not think something as beautiful as the human/female body was created to be fully covered all the time, or else I would just wear a burqah. we are all free to dress how we want, not how we think guys want us to dress or how we think our parents want us to dress.1
