It's generally nervousness - girls will often worry about making too much eye contact for fear of the guy figuring out that she is into him - before she is ready for him to know/while she is trying to figure out if he feels anything for her as well.

It's also because we become aware of the fact that we are looking at this person more than normal and we don't want to come across as desperate. Kinda like a person glancing at a person they are lying to to check if they believe the lie and glancing away anytime prolonged eye contact could be made for fear of being found out.

So do you wait for them to be interested and talk to you or do you talk to them?

It depends. If the girl is especially shy she will wait for him to talk to her but if she's fairly confident and just a little unsure she will likely approach once she picks up on the guy's body language telling her he's interested as well.

Its harder to talk to a guy normally with 'normal' eye contact when we are attracted to him - I'm sure it works the same way with you guys :P Deviating from behavioural norms aka flirting ;)

Because you are insecure to an extent like everyone else, and maybe doubt whether that guys likes you back, or worse if he doesn't that he will know you like him by making eye contact. Its totally illogical that he could just by eye contact, but its sort of like how its hard to tell a lie looking at someone in the face. Also, not meeting eyes is sometimes a part of the whole cat and mouse game to flirting and playing hard to get, or to make him chase you.

Typically I do it because the guy would be twice as surprised when I finally do make eye contact. It kind of builds up to that woah moment. Even if a girls eyes aren't a unique color, she can be unique in the way she uses them.

Avoiding eye contact can be a sign of nervousness, and most girls are nervous around guys they're attracted to.

It's kind of like we try to use indifference (avoiding eye contact) to mask that nervousness.

When I'm into a guy, I get stupid giggly; I cannot focus long enough to speak intelligently, and I know it's annoying when I literally laugh at everything he says. Looking at him makes it worse.

Because sometimes when I like a guy, I accidentally become too obvious about it meaning I turn tomato red. And I'm scared of him finding out, unless I feel comfortable around him.
