Why is it culturally accepted in the US to go shopping or to school in your sweatpants, whereas in Europe, people would look down on you for that and consider you styleless?

See, that's a very Eurocentric view of looking at it. Koreans or Japanese would say that it is highly improper to show cleavage. It's also considered improper to show your naked shoulders by the way (both as a guy and a girl). Different cultures have different ways of looking at these things.

I don't think it's a matter of acceptability so much as just assets. :-D In Japan, most girls don't have that much going in the chest area so they tend to show off their legs, and sometimes to the point of wearing mini-skirts in the winter.

Most of the fashion is catered around that type of figure, but you can occasionally find some girls showing off cleavage.

Meanwhile in those rare cases where you find a well-endowed girl showing off a lot of cleavage, she's going to attract a lot of stares since it's quite rare.

Nope, though Japanese fashion can still get quite skimpy and comfy on hot days. Example:

It's just that the fashion tends to revolve around a certain body type lacking much cleavage. The girls who possess a lot would be in a small minority, and so you see them from time to time dressed in a way showing off cleavage, but they're rare for the simple reason that most girls lack this body type.

You can occasionally spot some girls really showing off a lot of cleavage in Asia, especially in night clubs. I tend to see more of them in areas like Hong Kong and Taiwan in Japan for the simple reason that they tend to have more busty girls there. When they do they tend to go all out like this:

Typically it has more to do with girls trying their best to show off what assets they possess. Here in Japan we don't have concepts like "slut" based on what a girl wears so much, since even girls who dress conservatively can sleep around a lot while girls who show off a lot can still be virgins, e. g., so it's generally detached from clothing (also Japanese people use "bitch" instead of "slut" for girls who just sleep around with a new guy every night, and it has little connection to how they dress).

There is a funny thing. I notice way, way more boob guys than ass or leg guys in Asia, for example. That might play a small role in the fashion (I don't think it is the main reason so much as body types). I think that's a side effect of women often showing less cleavage. What isn't shown so much tends to be more coveted.

I'm an oddball because while I'm originally from Japan and spent most of my life there, I also spent a great deal of time in the US (over a decade), and I'm more of an ass guy. :-D I'm the oddball out among all of my Asian friends, who tend to like boobs a lot more. I imagine my preferences were influenced by my stay in the US.

Okay skirts like that are way to short but because we tend to have skinny legs and long legs (even if short) so we wear shorts and skirts to show them off I guess. But really you won't find much people dressed in short short skirts and stuff.
