My ex reached out (after a year) to apologize and to tell me that he wishes he could have gone back in time and "done things differently." because what he felt with me was something real and he had a true connection to me. What the hell does that mean? Also, he's currently in a relationship. So how am I even supposed to take that...

He has regrets and he's saying that he saw it. What more do you expect him to tell you? At least he's man enough to say what he had to say and at least you're getting close. I have respect for someone like that. Respect him. It shows that he's becoming a real man. Because cowards don't do that. How is the life you was never worth the effort. At least your ex tells you that he cares and loves you enough to tell you the truth. Would you rather for him to treat you like crap? It is not an invitation for you to go back.
