What does it mean if an ex messes you up then wants to be back in your life?

I just dont understand it my ex messed me up emotionally drained the whole energy out of me. Been fighting police and court and just finished. Police told me to never contact him ever again they said he begged them to tell me to never contact him ever again (they said he report me 3 times before wth) before this shit with the police I have been keeping my distance from him and slowly moving on then he just reported me... now been 2 months slowly getting back on my feet but he's been trying to walk back into my life? like stil being interested in my social media.

He doesn't want to stop I want him so much out of my life and leave my social media. But blocking him is futile he makes new accounts... and he told another person to report me to police now I have to pay money

He set the no contact order on me already via the court/police. honestly all he did these last months was emotionally abuse me, these last 5 month i have only been fighting police and court and that woman who he told to report me too she mocked/beat me with her boyfriend. I'm a strong person but it was all too much I end up crying yesterday infront of my friend after getting an call from police.
