Ex doesn’t initiate contact but answers my calls and texts?

So I ended things with the guy I was dating because, he was less intimate with me and I felt like he was seeing other girls because of certain physical evidence. There was a bit of tension between us because of everything I said. I did apologize after and told him I didn’t mean what I said to him and told him I didn’t want anything to change between us. Fast forward to his birthday I gave him his present and a few days later was my birthday and he gave me a present as well. He wanted to take me out for desserts on my birthday but I politely declined because he tried to pick a fight with me about the argument I had with him before the breakup. Today is Christmas Eve and I called him but he missed the call and called back 5 minutes later. He was nice on the phone and told me he had to go do something and told me Merry Christmas and Happy new year all in one. Im hurt about this situation, do you think he will ever reach out if I were to just leave it be? I don’t want to be the one who keeps initiating. Why would he answer my calls and texts but not be the first to start them up?
