Ex keeps asking to meet but never follows through, why?

My ex keeps saying “I might visit on Tuesday” for example but never does. I haven’t seen him in months as he was away with working but he’s back and has had lots of time off since he was working away so he has plenty of free time yet somehow it seems impossible to meet him. He constantly keeps saying different days then nothing happens and I’m honestly fed up with it but I know he’ll get angry if I say anything. Why does he keep doing this? And what shall I say? Cause I’ve decided enough is enough and that I’m calling it off

When you say No and stop contacting me then he will know you are over him and he has no power in your life. Until then...
