If you broke up because he cheated on you then no, you discovered he is a cheater so he would just do the same again when the situation is right, but with more skills to hide it. You shouldn't go back with him if that is the case, cheating is about the cheater's moral values, the perception of himself and other things that are all about him.
While if you broke up due to continuous conflicts, mind that your personalities didn't change in the meanwhile most likely (unless maybe 10 years passed but that would be similar anyway), you can give it a chance again if you start with agreements regarding communication skills and techniques to prevent the same from happening again. Don't start with "let's leave everything to the past" because you're just going to run in the same problems again if you don't agree on ways to prevent the past from happening again.
While if you broke up due to long distance, job, family or other "logistic" problems then if the situation of life is now changed and stable then yes you can retry.

Mind that breaking an engagement is a big thing, it's not like breaking a relationship, it means there was a very strong and unexpected reason behind breaking that. So reason a lot about the why it was broken, and picture how this could be different now. In most cases I think things wouldn't change significantly enough to justify getting back together, so like if you expect he changed in less than 10 years post-breakup and without any active and motivated effort in changing during a long time span, well that is not going to be the case.
You can risk it though, you just have to think about what made it go wrong and how this is likely to repeat again.

If the issue that cause the situation is resolved, and neither used it as an opportunity to see other people. However if it happened, full transparency because when It comes out, despite y'all being separated, most won't consider this as being an acceptable reason when it's them experiencing it

Its NEVER a good idea , you split for a reason , it will only happen again , move on with your life , and " Cut clean the Dead wood " , you have been though enough.
