I wanted to breakup and he was okay with it. Was he using me?

I've been seeing this guy for months, the first few weeks were spicy and good, we shared a lot of hobbies and had a lot of things in common, we had fun talking to each other daily, but lately he started to act distant and dry, making excuses of work and family, and only hypes up when we talk dirty.
I smelled it and talked to him to call it off, I said I was getting too attached to him and I don't want to get hurt in the end. He said he totally agrees with me, and that he won't stop me from doing what I want.
Do guys who really care about their partners act this way when they breakup?
Don't they try their best to keep them?
Personally, at this point, I think he was just using me for fun. That he just wanted to hangout and I am too serious for him. We even talked marriage and life after marriage together. I'm just so hurt right now.
