Every person is different. Some people are just talkative and do this to everyone. Others maybe they are reminiscing on the past or whatever it may be. It’s best jus to ask someone directly.

If someone is being annoying. Just be honest. Be clear that you really aren’t interested in talking to them. Be respectful about it. You would probably want someone to be honest but in a respectful way with you. Unless they don’t leave you alone and keep bothering you.
