I'm not sure what someone's birthday has to do with anything. Have you been avoiding this breakup until it's finally their birthday and you're even more uncomfortable about it? As someone else said, get this over with. The longer you wait, the more dishonest you'll be toward yourself and them. Do it right after the party and tell them why you waited. That's the best I can think of.

There is always going to be a special occasion, this week. It's the birthday, next week, it's Thanksgiving, then it's Christmas, then it's New Year's, then it's Valentine's Day, I wouldn't do it on that day of course, but I think a couple of weeks after is fine. It would be much worse to keep leading them on.
