If you are over the breakup then I don't see a huge problem with being friendly again. Granted, you may not be a "talk every day" kind of friend with him but it is worth it to be civil again. The breakup was almost a year ago and surely you have done some dating in between, as he probably has.
I would see how the friendship goes and if you get any feeling that he is trying to get back together with you, cut that off.

If you've both truly moved on, then I don't see why being Facebook friends should be a problem. Being Facebook friends doesn't mean you necessarily have to be friends in real life.
However, if one of you isn't over the pain of the breakup, then it's best not to accept the friend request.
Happened to me today as well. I declined it and sent her a text "I don't think I'd be comfortable adding you on FB, sorry, hope you can understand that". And I don't, reeally don't :P
He's making a bold move, so a little explanation on your part would be a nice courtesy. I for one would like that.

if you are really over him just accept it. if you ignore the friend request, he might think that you're still trying to get over him. be the bigger one in this situation.
