Every time he leaves and comes back again he's undoubtedly bringing new and different smells with him. It's a new experience for her every time, and yes she can still smell his underlying scent of who he is, but she's going to get super excited about the new smells before she calms down and realizes he's who he's always been.
As far as saying "Here comes ____ " watch your tone of voice. If you say it in a monotonous tone, she'll likely be less excited albeit still curious because you're speaking to her and telling her to expect something/someone. Especially if she's well trained on the "here comes" command / expression.
Remember how she acts when he leaves and then comes back. Hold that imagery in your head, and then YOU leave the house for an extended amount of time and return. I guarantee you it's the same reaction, if not heightened because you are hers and she is yours.
Some people just have a way with animals. I feel bad for my friends because their cats seriously love me. Cats just know. I am like obsessed with cats. I love them so much. Cats have always been a part of my life and I just have a way with them. They just know that when I come over I will pet them. Even if its a difficult cat, it will like me.
Don't sweat it though. Your dog still loves you. She just also happens to have a huge like for your boyfriend. It's a good thing, means he's a good person and a good fit for both of your lives.
My dog does that as well with my best friend. Don't take it to heart. It is like when you see a friend you don't see all the time so you don't pay as much attention to your parents. Obviously you still love your parents but the friend is fun and exciting.
Lol your dog is telling you that he is the one ;) You can't really be jealous of your dog. My dog is a guy and since the first day we got him he has been listening to my mom all the time, listens to e maybe 20% of the time.
When you arrive home, doesn't she jump all around you and stuff? I guess the same happens with him. Remeber that she also stays home waiting for you. You just don't see it.

Dogs get more exicted when they see vistors than they do when they see thier owner. They see thier owner more often than the vistor, so when they see the vistor, they get really excited. The same happens with my dogs. Lol.
Dogs are pack animals. Guys operate a lot more like packs while women operate more like supporters. Your dog likes the guy more as it is more natural behaviour for her while your behaviour seems weird to her at times.
At least she doesn't dislike him, I'd be happy about it. Not an issue unless you wanna make it one.

It's actually a really good sign. It means your dog senses that you really love your boyfriend and he loves you, so the dog wants some of that attention too.
maybe she thinks your boyfriend is a visitor (which he basically is) and likes other company
She's probably just more used to you so she doesn't make as big of a deal.

That's funny, but it happens, dogs sense things about people that people don't notice, I hope you like your boyfriend as well though
