My boyfriend who I've been with for half a year asked me if I would be cool if he had sex with another girl on his birthday since I have a competition so I can't be there with him. He said he doesn't want to cheat and be a bad boyfriend. But I'm really upset he asked me if I was cool with this. I'm pretty sure he has her number too because his friend asked her for it and I think his friend gave it to him.
My boyfriend even said that I don't need to get him a present. If you had a boyfriend would you let him do it?

If he needs another woman simply because you aren't available that is a red flag. I'm sure you could do something before or after his birthday. Sex isn't essential for a good time and he should be able to go without if you aren't there tbh. We all have needs but we tame them and share ourselves only with the person we're in a monogamous relationship with I think this is a red flag to a deeper issue. Best to have an open conversation with him and understand why he would be okay with sharing himself with another woman when he has you. I'm sure he wouldn't be okay with you doing the same.
