That's a pretty significant age difference. The 16 yr old is still not emotionally mature, and graduating high school is an important marker.
Some people will do it, date this age difference, but it's not really advisable.A 16-year-old cannot legally date a 20-year-old. Period. If this is about you, you better stop this while your still ahead. An adult knows better than to date a child. Especially if your parents don't consent. It is still wrong. All that considered, I guess I would base my opinion on each individual's "placement of life" at the given time. A 16 year old is still in high school, while a 20 year old is almost a full adult.
