You can have crushes on anyone but it should stay that way. It's completely fine fantasizing about anyone you want but in reality it's not always a good idea. Someone that is 19 is very different compared to those your age and I reckon anything sexual which 19 year-olds are interested in isn't legal in majority of countries with a 13 year old.

However it's nothing bad having a fantasy or finding them attractive or crushing on them but further than that is a bit problematic.

I am not sure for your age. However if you extend it out five years when you are 18 he will be 24. Now it doesn't sound so bad does it? It is a meter of perspective, except that you are only 13. He could go to jail if you two were to do anything. That you wouldn't want that and he probably wouldn't either. Best thing is to be friends and wait until you are older and see what happens then.

Have a crush on whoever you want but you need to realise that him being older than you and an adult, then he is most likely going to be sexually active and if this "crush" ever gets pursued then that's something he is gonna want to do and you have to be aware of where your boundaries are and what you can morally justify.
