Yes you absolutely can tell someone that without it being a come on, but what you CAN'T do is control how the person will take that statement. You can tell someone "you are attractvie" in the blandest and most innocent way possible, and they may still take that as "ah that means this person definitely wants to fuck me"

I never tell attractive people that they're attractive (in person)... just because it makes me feel like a moron to state the obvious, and probably being the 27,468th person to point it out, so I just don't... but that's just me.
