That is definitely a threat, which is why I wouldn't do it- it's a GREAT way to get stabbed, shot, or thrown in prison. If the situation really warranted it, I'd tell him to back off or I'd get the law involved, but claiming that you'll take it into your own hands is NOT going to end well.
More broadly, I'd start talking with my daughter about how to handle situations like this; even if I make it to a ripe old age, I'm not always going to be around when things get rough for her. Better that she knows how to defuse a difficult situation on her own than always need my help. Not that I wouldn't offer it, of course.
No I would teach my daughter how to make sure he doesn't bother her again. She needs to be able to handle guys. I can't be there all the time.
I would not threaten him like that. It could be in trouble with the law. I would call the police on him.
