Could be that he just didn't/doesn't want a relationship right now, or that he likes you, just not in a relationship way. I have a couple of female friends that are hot, and I love them, but I wouldn't date because we aren't compatible like that. It also could be that he just said what he said so he didn't hurt your feelings, that's less likely in my opinion, but still possible.
