depends on the context...
if it's "I'm too busy for dating/relationships" then yes, that's a rejection.
if it's "oh sorry I'm so busy right now, talk later!" then no, that's not a rejection lol

that's not a rejection... I've said that to people before... both love interests and just friends, and it's because I genuinely am busy at that moment. same things with guys... love interests have said that to me as well, because they genuinely were busy in those moments but it's not a rejection... it's letting you know, hey I'm busy and that is why I'm not communicating as much...
