No necessarily because for him the talking stage could mean that you´re not exclusive for him it still offers the possibility of looking through other options.
While women oftentimes do the evaluation of "male" candidates before entering the talking stage guys do the evaluation in the talking stage.
It just means that he´s not 100% you´re the one. But it´s also not the moment to drop him because you can still become the only one and enter in an exclusive relationship.

You’re in a talking stage so nothing happened yet and not its not wrong and if you got into a relationship it doesn’t mean he’s gonna cheat unless he have a reason for it what you said is 2 different things

It depends on what you mean by talking. As far as I know, talking isn't a crime!
