The Muslim women I have known generally take the first step to flirt with me even though they are set on getting into an arranged marriage with a Muslim man sometime in the future… I’m not Muslim. The thing is attractive people are still attractive. So women that are sexually repressed via religious obligation are bound to seek attention. They want to get attention from people they are attracted to. It boosts their ego to feel beautiful in the eyes of someone they value. It’s exciting for them to be noticed… So I assume the same would hold true in Turkey. They will seek out attention and try to flirt with very attractive men even if they don’t believe it will lead anywhere, but then the formal process by men pursuing them and all the parental approval and arrangement of more passed the initial flirtation has to be managed by the man/parents for that specific culture.

i think most women don't take the first step because they just don't have to. we get approached a lot, so they probably don't consider doing it themselves.
also there are some toxic societal expetations for women to be passive. that may also play into it for some
