Just be upfront, but polite: let them know that you're not interested in them and to back off a little.

I mean yes, there's the chance you can just ignore him too, but if he's that persistent, he might keep messaging you until you make it clear you're not interested...

If he gets really bad, or does not take rejection well, last resort would be to block him. BUT- do not do that until you've at least made an attempt to speak to him and let him know how you feel first!!!

Follow-up and see what he wants. Someone is interested and not following some made up protocol is not a bad thing. Your approach does not lend itself to a long-term relationship.
