I think both. It's starts with biology, like greater testosterone levels and the fact that men have somewhat higher average physical strength, so it makes that men are biologically predisposed to using it.

This is then simply built upon by society which encourages men to exaggerate those qualities to an often unhealthy extent.

It's probably a 60/40 split if you consider social violence. With men being a bit more aggressive on the whole. Of course physical violence can be much more severe and immediate in it's extreme form.
