Guy asked me to be his girlfriend after 2 weeks but doesn't plan dates?

I told a guy he was cute and asked if he wanted to be friends first.
He said I was cute as well and said yes.
We became friends and we talked about relationships.
He got out of a 2 year relationship 7 months ago and I never been in one.
He decides to bring up cuddling which was odd but I went with it.
I then asked if he wanted to go on walk around the lake to hangout.
He says yes. We hangout and we then cuddled in his car and it escalated but not full on intimate. We decided to just go with it and we had about 3 more hangout sessions at my home. However, one of them his ex girlfriend called him at 1am. I thought that was odd and I didn't like it.
He tells me he was going to tell her that he was with his girlfriend but didn't want to make me uncomfortable. So we decided to be girlfriend/boyfriend. Then I started getting anxiety. He wasn't planning dates. I kept asking him when are we hanging out next. He says he doesn't know, he has to see if he has enough money. He lives with his mom and smokes a lot. I live by myself. Fast forward, it's a holiday and I asked him what he's doing. He said he's going to his friends house who is a "girl". I said oh ok although I was disappointed because he can go over there but not take me on a date. I kept asking him if he's sure he wants to continue dating, it doesn't feel like he does. He keeps telling me he wants to continue our relationship and thinks we can go a long time and we are compatible and etc. I asked him about his ex. He says he has no romantic feelings towards her. Then he says deep down he may but she's in a diff state so it's not possible. Everytime I asked him what's his communication style or what he looks for in a woman, he says he doesn't know. Then when I asked if he wants to watch a tv show together, he gets irritated that I ask. I'm getting angry to the point where I just want to block him but I want to be mature about this. any advice?
