Why doesn't he arrange to hang out?

So a guy i put off seeing for a while because life got in the way and i met yesterday and had such a good time, full of laughter, banter, flirting and pure randomness. it was great and he was telling me how i have really good energy, positive vibes and someone who can just chill and have fun and he really likes it.
he stayed a lot longer than originally planned with me in my town and after he and i both went home we said how great it was and i said i hope we can do it again sometime (hoping he'd maybe suggest to meet next week or something) and instead he just said "i hope we meet again soon too it was great"
i booked us both in for a spa day next month (long before we met up yesterday. it was going to be the day we first met but instead i decided to meet him earlier because I'd put it off a few times) and so i said "will see you next month then thanks for a gd time" and he said "yea see you next month looking forward to it"
He seems like he wants to hang out and enjoys my company, but there's little effort in... well.. yea. what do you all make of this?
