In my opinion, only modern day cheater/hook up people need to ask someone to be their girlfriend/boyfriend.

People should only date one person at a time and then after a few dates if they are still seeing each other it should be assumed that they are in a relationship.

Only people that date multiple people (cheaters/hookup people) feel the need to actually ask someone that because that means before they ask, they think it is acceptable to be with multiple people.

No two relationships are the same and depends on how he feels and how the relationship progresses. Why don't you ask him instead if you feel ready? Absolutely nothing wrong with that. And who knows, maybe he's not asking because he doesn't know how you feel (or doesn't think you're there yet)? Sad to say, it’s happened to me a few times now and I’ve realized that even though it doesn’t happen often at all where a guy seems genuinely interested in me, when it does I always never get to have contact with them again after such a great, unique experience that I wanted to keep going (getting to know each other, become friends and who knows what). I always regret it immediately after though all because I was too shy to ask for their number or any contact info. It sucks! The last time was about a few weeks ago when I was on a greyhound bus moving out of state. I got emotional right after we parted ways, immediately regretted it and I was thankful for the experience. And I kept thinking “this is the kind of man I’ve always dreamed of and been dying for for so long! I guess they really are out there. It’s not all liars, cheaters, manipulators, a**holes..”
