He knows Im more serious oriented and he doesn’t want to promise me anything because he might move. I think this is legitimate however I am wondering if this is an excuse because he’s not that into me? Or could he be into me but genuinely just be avoiding it because of moving?

No it's definitely a legitimate reason a lot of ny guy friends are like that, they can't do the long distance shit and I completely understand why
