So, I can't give a why for him. But. People like things and are to lazy, shy, inexperienced, scared, etc. to do anything about it. So, maybe he likes you and is clueless. Or he likes you and doesn't know what to do. Or likes you and is lazy... like a kid who's supposed to clean up their dishes and doesn't bother. Talk to him about it. Communicate and share expectations.
