Someone asked me and I said yes and told him lets see each other today afternoon! He answered me after two days, apologizing and saying that he was so busy with his work and maybe we can see each other another day during the week!

Hard to say at this stage. He could be playing mind games, because you were too busy when he asked you. So is doing the same to you.

If he really believe he is or you find out he his, cut him off. Because mind games are very destructive to your inner peace and mental health. People like that are highly toxic.

Maybe suggest a definite time and date to him to see what his response is.
