Depends on what kind of attention. I always say you make time for what's important. Ofcourse work can take away a degree of focus and make communication during that half assed but there isn't any reason why they can't take 5 minutes once or twice a day on their "busy days" to ask how you are or your day was. Also as mentioned, more than 2 days at a time with that shows how much effort (sarcasm) they are willing to put into the relationship...

Have you observed his he is with his phone when he is around you? If he’s constantly on his phone when he’s around you but doesn’t make time to text you here and there throughout your day , that’s a sign he doesn’t care
