Could be nerves, could be not getting the stimulation he needs and not knowing how to express it, could be poor communication, could be some combination of the above.
Sit and talk together; work out what went wrong and try to fix it next time. Good sex takes practice, and together you can sort it out. Also, remember that PIV isn't the only option; unless you're trying to get pregnant, there's no "wrong" way to have sex*, and you may get better results starting with digital (finger) stimulation and building from there. It's a "lesser" or "inferior" form of sex, and even if you think it is, well, who else is going to know?
*Assuming everyone involved is a consenting adult, naturally.
It can happen, especially if he is stressed / nervous. Don't worry about it - just enjoy doing things with him. It will very likely just get better itself. Nothing you are doing wrong.
