Is it true that when a guy say to his casual girl " I am not a relationship person" this just means she is not enough to him ?

It is possible that he is telling the truth and that he will not enter a relationship with any woman. It can be true especially for his current phase of life, even if it changes someday.

For some men it depends on the woman. They will readily have hookups, but will have a relationship only with a woman who is exceptional to them.

Yet other men get attached easily and cannot really have a "casual girl". He's not one of those, of course.

No it means that he knows he won´t be loyal or monogamous. It´s rather a warning sign of him that he´s not a good partner for a relationship.
It might sound hard but if a guy isn´t ready for a relationship she can´t turn him over to be that way.

could be she's not enough but most likely he just doesn't want to or can't put the effort in for a relationship, it's not exactly either partner's fault if it's laid out from the start but don't stick around hoping for change, you'd just be disappointed

That seems to mean that he’s asexual, which there’s nothing wrong with, or he just wants sexual acts, not having a girlfriend. I doubt the casual girl is not enough to anyone.
