I think you're trying to say that the guy isn't willing to put himself into a risky situation for the person he likes?

I'm just trying to make sense of this because the question lacks a lot of context and is a little vague.

If you meant to say that the guy is simply not chasing after the girl that he likes... there are a myriad of reasons. He could simply not be looking for a relationship, be afraid of rejection, could not see a positive outcome, not actually like the girl enough etc.
