If a guy says he’s not “looking for anything serious, then what is he looking for?

So I started talking to this guy on a dating app. On it, it says he’s not looking for anything serious/not looking for a relationship. I initially thought he was looking for a hookup but he never initiated anything. Never asked to “hang out” or anything. I asked him to hang out and he said yes. I even sent him a topless photo of myself (not with my face) lol. And he did like it and all. And said he can’t wait to see it in person as well. However, this entire time our conversations have been platonic for the exception of when I sent him that photo.

Then he got drunk a few days ago at a bar and grill and told me that he likes giving me his undivided attention. And that the only thing that would make his night better would be if I was there with him. Also said he really likes talking to me. Since he was drinking, I told him to have fun and to message me another time so he can enjoy his night without feeling obligated to text back. But he said no. That he wanted to be talking to me right at that very moment.

Like. Is he just trying to be friends? I’m just confused.
