Should I tell the girl I'm talking to I'm going to study abroad?

I've been talking to this girl for a while now and I really like her and she really likes me, I'm planning on asking her to be her boyfriend soon. The thing is I'm going to study abroad in 2 months and won't be back till December. We currently go to school at a University in California and Im going to study in the Netherlands, that's a 9-hour time difference. Should I tell her before we get serious or wait till we're dating to let her know?

She needs that fact before you ask her to be a girlfriend. But why would you enter a relationship in your state. You should wait until you are abroad so you know your new options. So I say don't pop that question. But you should still say that you are going abroad. If you can't spend time together, you can just keep your platonic relationship as it is.

What does "talking to" even mean? Is that like a preliminary to asking someone out? I do not understand because I am impatient. If she interests me, I ask her out. If she declines I move on.

Just tell her as a friend and don't propose because things will eventually change when you come back or even find someone you think is better than her
