Kissing on date?

Ok so I'm not really sure how to explain this.

So I went on a date with a guy on Thursday we had a kiss on the lips twice.

Then he asks me if we want to meet up again.

Then we go on a second date yesterday and kissed again on the lips and he kisses my neck.

Is it me or is it a bit strange to be kissing on dates with no mention of actually starting to go out with each other.

I don't think it's strange. Physical intimacy can happen whether there's an agreement on dating or not. The two aren't contingent on each other. It depends on what both people want.
