What does it mean if a guy says that you are too busy?

Many guys tell me I'm too busy. OK, I have pretty busy social life, but I always suggest alternative dates if know I won't make it. Is it some way of complaining by doing guilt tripping, gaslighting? Or they actually like it, and acknowledge my "coolness" by teasing me?
