Well there's 3 possibilities, one, it means he truly is too busy to keep up with all the responsibilities that come with a relationship, dates, anniversaries, all the little things. Two, he likes you but he doesn't want to be tied down, I.E. wants to have the freedom to do whatever he wants with whoever he wants. Three it means the same thing it means when a girl says it, he has been hurt in the past and doesn't want to put himself out there. So now your saying, well how do I figure out which one, well think about it, is he usually busy, does he have a lot of things going on in his life, if so then its probably #1, if he's more of the type of guy that hasn't had a "girlfriend" in a really long time, or seems too good to be true, then its probably #2, and finally if he has mentioned being careful about who he gets close to or if he has talked about a previous painful break up, then lastly its probably #3

ok a guy is never too busy for a relationship. he problay just doesn't want to give up the freedom he has right now. he's ready for you but still wants to live his normal life you know?
