No busy doesn't necessarily mean he is cheating depending on the context of why he said he was busy because it simple could mean he is busy. Like when I am work I can't be on my phone for my entire shift so I would give someone a heads up beforehand to let them know I am going to be busy and can't talk having said that, when I am with family I stay off my phone because I am busy spending time with them
